I think the songs refers to looking for life's meaning in the contemporary world. The star system and mainstream culture, symbolized by Miley Cyrus-Hannah Montana, seem devoid of meaning. Their concern about nature or the developing countries looks pretentious or fake. Moreover, religion seems also expired. Hence, the missionary suffers from "smallpox and flu" and the preacher cannot bring a new awareness to the ones listening to him. In this context, Rober Johnson's legendary pact with the Devil looks promising - maybe the Devil can give us answers just like he made Robert Johnson such a terrific bluesman according to the legend. However, what permeates the whole song is the Higgs Boson. Maybe plain science and analyzing can give the answers. Nevetheless, this approach can make one lose his/her humanity or his/her soul, since the road of Geneva is ablaze. Moreover, it's on the very road to Geneva where the speaker finds Robert Johnson and the Devil. So is this sticking with science a new pact with the Devil? Can it ever solve life's deepest concerns? One should always keep in mind Nick Cave's quite religious background.
